Motivating Workforce for Higher Productivity: A Case Study of Ogoja Local Government Area, Cross River State

Abstract
This study investigates how motivation practices influence workforce productivity in Ogoja Local Government Area, Cross River State, Nigeria. Anchored on Herzberg’s twofactor theory, the research employs a descriptive survey design to examine the effects of intrinsic motivators (recognition, meaningful work, advancement) and extrinsic motivators (pay, benefits, working conditions) on employee productivity indicators such as output quality, timeliness, and service coverage. The study further explores the moderating role of perceived fairness and supervisor support in strengthening the motivation–productivity relationship. Data were collected from career civil servants using structured questionnaires and analyzed with descriptive statistics and regression techniques.
Findings suggest that a coherent mix of intrinsic and extrinsic motivators significantly predicts productivity, with recognition, fair treatment, and supportive supervision emerging as critical drivers of employee performance. While financial incentives remain important, nonmonetary motivators such as career development opportunities, participatory decisionmaking, and public recognition demonstrate strong influence in resourceconstrained environments. The study highlights that perceived fairness in reward systems and supportive leadership practices amplify the positive effects of motivation on productivity.
Policy recommendations emphasize lowcost, highimpact strategies including transparent promotion practices, regular recognition programs, provision of adequate work tools, and investment in training. These measures are particularly relevant for local governments facing fiscal limitations but seeking to improve service delivery and citizen satisfaction. The research contributes to Nigerian publicsector HRM scholarship by providing contextspecific evidence on motivation and productivity, offering practical insights for managers and policymakers.
